"Penguasa" kan bukan gelar resmi seperti "Presiden" per se, apa juga perlu dikapitalisasi?

NB: "penguasa" kan berarti "orang yang menguasai", bandingkan dengan "raja" atau "presiden" yang merupakan gelar, bukan kata berimbuhan; kecuali kalau judulnya mau diganti menjadi "Daftar Monarki Inggris" yang diterjemahkan dari bahasa Inggris: List of British monarchs.
