Pada abad ke-18 Kekaisaran Romawi Suci terdiri atas lebih dari 1.800 wilayah yang diperintah oleh otoritas distrik masing-masing. Pada tahun 1792 ada sekitar 150 pemimpin wilayah sekuler dengan status Daerah Imperial.
